A so called “section 21 notice”, also known as a section 21 notice of possession or a section 21 eviction, is the notice which a landlord must give to their tenant to begin the process to take possession of a property let on an assured shorthold tenancy without providing a reason for wishing to take possession.<br />
<br />
When a section 21 notice is issued, decisions are made on paper and not hearing evidence in a court face to face, meaning that many people are left homeless at a very short notice.<br />

These no-fault evictions, have led to landlords intimidating tenants into not asking for repairs, and means renters – including 1 in 4 families – never really know where home will be in a year’s time.<br />
<br />
The campaign to end section 21 notices had gained the support from many sections of society with a 50,000 strong petition online, and backing from Shelter. Liberal Democrat Councillors in Southfield, Chiswick were more than happy to sign the petition. Very recently the Government announced its intention to abolish section 21 notices, which were introduced in 1989.<br />
<br />
Liberal Democrats welcome the announcement but sadly it has taken too long to happen. In Germany the relationship between tenants and landlords are often very positive and long landing; in the UK renting is often seen as a lower form of life than those with mortgages.<br />
<br />
We need the government to ensure that tenants get a fair deal, so their often powerful landlords cannot abuse their powers. Everybody who rents a flat in the private sector should have the right to feel secure in their home. But so many millions of responsible tenants could be uprooted by their landlord with little notice or justification.<br />
<br />
Unfair evictions do not benefit society. Landlords should be able to end tenancies where they have a legitimate reason to do so, but they should not be allowed to people with only a few weeks’ notice.<br />
<br />

The Royal College of Physicians estimate 40,000 deaths a year in the UK are linked to air pollution, with engine idling contributing to this. London and Ealing appears to suffer more than other locations, especially the Uxbridge Road.<br />
<br />
The fumes contain harmful gasses that contribute towards climate change as well as other harmful gasses such as nitrogen dioxide and carbon monoxide which are linked to asthma and other lung diseases. In London we have so many cases that can be reduced.<br />

If every car, van, taxi and lorry driver stopped idling it would not end air pollution in London, but it would certainly make a real difference and it is a difference that could be quickly and easily made.<br />
Ealing Council has only fined 35 people and they were between 2006 and 2009. So, no fines after 2009. Ealing Council should hang their head in shame.<br />
<br />
The fines can be issued for engines not being switched off when vehicles are parked under the Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002. The fine is sadly very small (£20). I think that the government need to increase the limit to encourage Councils to fine idling vehicles owners.<br />
<br />
Liberal Democrats want the Mayor of London to ensure that in relation to Transport for London’s (TfL) powers of licensing taxis and private hire vehicles it uses every opportunity to discourage the idling of vehicles, including the use of enforcement powers. I also call on the Mayor of London to actively reduce idling of vehicles by personnel throughout his organisations’ vehicles including the Metropolitan Police Service and Fire Brigade vehicles.<br />
<br />
In one section of an Ealing Council transport report it says it is against idling but of course appears to have done almost nothing in this area. More recently Ealing Council allowed commuter parking within our Controlled Parking Zones but did not bother to monitor the extra pollution is has caused.<br />
Where there are a few electronic signs to discourage idling they are so expensive that nearly every area gets no signage. In Hounslow I have seen some less expensive signs that are to be trialled and we are pressing Ealing Council to make use of these signs.<br />
<br />
At many local schools despite the Council’s “School Travel Plan” encouraging schools in the borough to sign up to the Safer Parking Promise scheme, with no enforcement it means parents often idle their engines when they visit or drop their children off in the mornings.<br />
<br />
Liberal Democrats are demanding that around our schools we ensure that no idling zones are created to ensure air is cleaner.<br />
<br />
Liberal Democrats say that wIth National Clean Air Day taking place on 21st June, we should take action soon on engine idling to improve the air we expect our children to breathe.<br />

Ealing Council debated proposals this year and the Liberal Democrat group voted down proposals for a number of reasons.<br />
<br />
First of all it must be said that the national Conservative party has been reducing money for our Council, essentially robbing money from our residents before they knew they have lost it.<br />
Also there is little evidence that the Government is willing to help solve the national funding shortfall affecting all councils for Adult Social Care.<br />

Interestingly we only get a small income for what are called “Winter pressures”. Does Theresa May not realise that vulnerable people need care all year round, not just in Winter!<br />
<br />
And on business rates Councils could keep the money it generated but now they have to give back 25% to the government. Councils should have access to the money. That is our money, not the government’s!<br />
<br />
We see high and increasing levels of knife and other violent crime as THIS council plans to cut Children’s Centres. A council Scrutiny Panel heard evidence that intervention at an early age can reduce some of these crimes. So the short term savings by cutting some Children’s Centres appears to be a false economy.<br />
<br />
Elsewhere we will see many libraries managed by volunteers, where the evidence shows will not by fully sustainable in a few years’ time. I hope if any of our community libraries close in the future that the Council does not blame the community.<br />
<br />
The form of Ealing Council has been to take many legal actions which can cost a lot of money but sadly many are lost, wasting money. A recent one, was its aim to sell a town hall. The Council lost the legal case at the High Courts.<br />
<br />
Ealing Council wants to stop Ward Forum meetings and has cut the ward forum budgets. By trying to avoid listening to residents it is essentially saying “We know best!”<br />
<br />
There is a great set of evidence showing that many roads in Chiswick have speeding traffic and therefore are a risk to pedestrians and cyclists. But the budget proposals do not appear to be using money to reduce speed at these known hotspots in Chiswick.<br />
<br />
We saw in the past few months that additional staff were needed to be hired and over 500 hours of overtime were needed, when the parking system was changed, which led to much confusion, annoyance and a loss to Ealing Council financially. The Council should have been more aware than it was.<br />
<br />
In summary many of our services are worse than they should be (dirty streets for example), our financial reserves have fallen over the last year by £20M and will again by £5M this year!<br />

<br />
Many of their vehicles or vehicles that enter or leave their site with collections of milk or the raw materials block some of the roads nearby to the dairy. Again they flout the rules making sure they use loopholes to evade justice.<br />

I have welcomed the hard work by a local residents’ association who have campaigned on the issue to press the Council to take action when often they appeared not to be too interested.<br />
<br />
In addition to that more recently a hole was created in the roof to cool down the factory since it produces so much milk for the space that the company operates on the site. In essence it is far too big for this location which is surrounded by residential homes.<br />
<br />
The behaviour of the directors is very poor as they must know the harm they are causing by children and adults not being able to sleep properly. Some people have moved out of the area because of the issue.<br />
<br />
When the Council finally turned down an after-the-event planning application to allow the hole in the roof, Freshways appealed meaning that they can operate until another court case comes down against them.<br />
<br />
It is just another delaying tactic their lawyers and Freshways use.<br />
<br />
My view is that Ealing Council and other local authorities should have the power to close down companies like these once they repeatedly fail to adhere to the rules. It was stated that some of the likely effects of a no-deal would include the continuation of medicinal stockpiling and also of food. Businesses and people are now so nervous that they are assuming the worst situation will happen.<br />
<br />
It does appear to many as if the best deal that can be achieved will be a total disaster for Ealing, London and the country.<br />
<br />
Nacho Morais mentioned reminded us about the Irish aspect of Brexit: a third of milk in Northern Ireland goes to Ireland. The border issue is a crucial one that is not easily solved.<br />
<br />
Lib Dem MP Tom Brake mentioned that if European citizens leave the UK, then come back, they will have reapply to live here even if they have lived here for many years contributing. It is a sad way to treat people who have helped our country by working in the health service.<br />
<br />
What is sad is that the Labour party have a chance to stop Brexit but are trying their best to sit on the fence. But almost all of the options of the Labour flowchart lead to Jeremy Corbyn having to support a People's Vote.<br />
<br />
Ealing Liberal Democrats believe that residents should go on the <b><a href="https://www.peoples-vote.uk/march" target="_blank">People's Vote march on 20th October</a></b>. It is likely to be even bigger than the last one.<br />

years of hearing about possible plans for a youth club on Southfield Rec, by
surprise it appeared on the agenda of a Council meeting this week with no up-front
briefing for Southfield ward Councillors to ask questions. This approach is
very regrettable as residents and Councillors will have lots of questions and it
would make sense to ensure they are dealt with in an organised fashion.</span></div>

only buildings that can be sited on Southfield Rec would be those that relate
to maintaining the grounds such as for tool storage) so it appears the Council
is by passing its own rules when it wants to without taking into account the views
of residents who might be affected such as those living in the South Western section
on Wilkinson Way or Southfield Road.<o:p></o:p></span></div>

Council plan to grant a 99-year lease to W4 Youth for the construction of a community
sports hub including a car park. The suggested uses include: Youth clubs

The plans mean that Ealing Council wants to charge non residents money to park in areas where local Southfield residents are paying the annual CPZ permit fee. Over 40 sites are possibly affected across Southfield. Councillor Gary Malcolm has made a Freedom of Information request to uncover information from the Council about their plans.<br />
<br />
It appears that the Council has not considered the impact of having more parked cars will cause in terms of an increase in road traffic accidents by reducing the visibility of oncoming vehicles at blind corners. Many residents have told us that it will mean that people who have paid for their CPZ permit will not have a parking space for them to park during the day.<br />
<br />
Councillor Gary Malcolm said: "At £4.50 a day to park this will be the cheapest all day parking in London! The introduction of residents permits was to stop commuters clogging up the streets. This could encourage commuters to seek out cheap parking options travelling from Windsor, Slough or Oxford to save huge amounts of money over train season tickets once this loophole is announced!"<br />

<li>Bike racks expanded opposite Turnham Green station</li>
<li>Bike Hangers installed so that residents can store their cycles safely overnight at low cost</li>
<li>Agreed to Car club bays to help give alternatives to those who want to give up their cars</li>

Of course this is a good start but in seeking re-election Southfield’s three Liberal Democrat Councillors look to make more improvements to the area. Some of the key improvements we seek include:<br />

<b>1.<span style="white-space: pre;"> </span>Cleaner and Safer Southfield:</b><br />
<br />
<ul>
<li>Free from litter, fly-tips and leaves by re-introducing the weekly sweeping regime. When the Conservatives and the Labour party in Ealing Council voted for Council Tax they voted for the two reductions in street cleaning from a weekly service to once every 12 weeks. Only the Liberal Democrats have stood up for residents on this issue.</li>
<li>Involve residents in gaining feedback on which streets are considered clean or dirty. We would be very tough on the contractors like Amey who have failed over many years to give residents a good service. We will get replace failing contractors or withhold monies from their payments.</li>
<li>Work with the local police team (SNT) to support projects that can reduce the crime rate and help promote the benefits of Neighbourhood Watch schemes. This should help keep the crime rate at its current low level.</li>
<li>Continue to work with the police and Ealing Council to reduce the incidences of speeding traffic which can lead to traffic accidents and deaths.</li>

<li>Campaigning for TFL to get Piccadilly Line tubes to stop at Turnham Green tube station. We have successfully persuaded TFL that Piccadilly Line tubes can stop at Turnham Green station, we just need them to upgrade the signalling.</li>
<li>We want our tube and rail stations and bus stops to be accessible for those with mobility issues and have already improved a number of bus stops in Southfield in coordination with residents.</li>
<li>Promote cycling and the ability to store cycles safely when people are visiting residents or whilst shopping in the area.</li>
</ul>

<b>3.<span style="white-space: pre;"> </span>Protect Local Health Services:</b><br />
<br />
<ul>
<li>Campaigning to stop our hospitals from being downgraded or closed such as Charing Cross hospital.</li>
<li>Look for ways to expand local GP doctor and dental provision in the area.</li>
</ul>

So these are the main issues residents have contacted us about. Brexit is affecting London and certainly the boroughs of Ealing and Hounslow. Many banks and financial companies are moving jobs from London to France and Germany meaning that Chiswick residents are losing their jobs.<br />

Liberal Democrats have observed that continued government cuts have resulted is a greater number of people being displaced from their housing and some being homeless. The truer level of homelessness is much higher as there are a large set of residents who move from the homes of friend to friend, staying for a few days or a week before moving to another temporary home. There needs to be more investment in providing shelters and the services so that those who are homeless can have a better chance of getting a job or into education.<br />
<br />
In May 2018 there will be the local elections. I hope, despite many people’s views of politicians, that everyone will reflect on which political party or councillors have been the most active in their area to make improvements. The Liberal Democrats have been fighting to get the council to keep the streets clean from fly-tips, litter and leaves. We also want to see the police continue their hard work to keep crime low and to catch drivers who speed.<br />

I would like to end my putting on record, a big thank you to the many thousands of residents who take part in volunteering to raise money for good caused, care for family members or vulnerable residents. You all have improved the lives of many people. In addition there are many residents who have helped to set up or maintain residents’ bodies. These groups make a positive difference in Chiswick.<br />

Recently I went on a rally to show Ealing Council that they need to do more to reduce fatalities on our roads, following the death of ex-police officer and cyclist Claudia Manera in West Ealing. As Ealing’s Council Leader spoke he was barracked by cyclists demanding action not words. Too right.<br />

The Liberal Democrats believe that the Council and Transport for London (TFL) should make a commitment to action the recommendations of the review relating to Claudia Manera’s death, that is being carried out so that future lives are not lost.<br />
<br />
Ealing, like many areas, has an increased number of people cycling, but we are failing against the main Council target, as to the share of residents who cycle in Ealing is lower than planned.<br />
<br />
Liberal Democrats believe there should be an action plan (not a strategy) for both pedestrians and cyclists. We need TFL and Ealing to spend more on preventing accidents. What is the cost of a death of a cyclist or pedestrian? Too much!<br />
<br />
We need to see the approaches to major and more dangerous junctions made safer so that new cyclists can be encouraged as well as ensuring that existing cyclists can move from their homes to where they need to go more quickly.<br />
<br />
Activities that Liberal Democrats’ ward forum have funded and implemented include:<br />
<br />
<ul>
<li>Expanded cycle racks and hangers so residents without a garden can store their bikes safely.</li>
<li>Cycle training for children and adults across the area.</li>
<li>Introduced a 20 mph zone and other measures to reduce the traffic speed at some key junctions where cyclists and pedestrians have accidents.</li>
</ul>
<br />
A cycling equivalent to Park Runs was suggested at a meeting this week. This should be organised and promoted to encourage new cyclists as well as holding events for younger cyclists so a range of cyclists can be motivated.<br />
<br />
We need those who block bus and cycle lanes to be fined! On Acton Vale and Acton High Street this happens too often.<br />
<br />
More money has been available for road repairs so let’s make sure Ealing receives its share!<br />
<br />
I have suggested that all of Ealing’s cycling shops be encouraged to help promote training which Ealing Council offers. One in my area said they would.<br />

We believe that a much higher share of the environmental budget can be
allocated to each ward in Ealing borough. This will mean that Councillors and
ward forum meetings can allocate budgets on a combination of demand and the priorities
of each ward.<o:p></o:p></span></div>

Democrats approach is to keep on fighting and linking in with residents who

This time the frequency of deep cleansing could be further reduced from six to twelve weekly intervals. Currently I receive a lot of calls and emails on this topic; this change will just increase the number of dirty streets locally.<br />

Pretty soon, I think the Council will be asking us to both pay Council tax and sweep our own streets!<br />
Perhaps the worst part of this scheme is that here has been no announcement so it appears that this is another example of Labour moving the goal posts and not informing residents about changes.<br />

Previously we have seen examples when the Council made secret the:<br />

<li>Lists of parks that were due to be cleaned less often.</li>
<li>Areas where cleaning was due to be stopped totally.</li>
<li>Streets where the frequency of street cleaning was to be reduced.</li>

Further to this, the Liberal Democrats have seen many examples of where the streets have not been cleaned and even when photos showing waste (including vermin) the Council have said the streets were clean.<br />

When I have asked for some details of the contract that the Council and its contractor (Amey) signed a number of years ago I have been told that I cannot be show it because it is “confidential”.<br />
<br />
Sadly, it appears the Council are happy to see dirty streets in Chiswick. The Liberal Democrats know that if the police are to be trusted they need to not just stop crimes from happening, catch criminals but socialise with people from all backgrounds in life. If they are seen out and about where people meet then it is likely that people will trust them or speak to them if they have concerns.<br />

At a meeting recently where the police were present they talked about initiatives where the local police team would drop in (to a drop ins) where lots of teenagers socialise. Just being present meant people saw the police as people having fun, playing table tennis and ready, if needed, to answer questions if anyone had matters they wanted to discuss.<br />
<br />
At other times, the Southfield ward Forum, run by the Liberal Democrats in Southfield, have members of the local police team to update residents on crime in the area and what they have been doing to deal with and reduce crime. Their presence has allowed many residents a chance to ask questions of their local police team.<br />
<br />
Southfield has a lower crime than neighbouring areas. Whilst crime is rising generally, in Southfield it is falling. Part of this is that we have a strong culture of local volunteering:<br />
<br />
· The Police and residents monitoring speeding traffic ensuring that drivers speeding get warned to reduce the chance of future incidents of speeding.<br />
<br />
· Southfield has a great set of neighbourhood watch volunteers who make use of information about local crime from the police to inform residents, so they can reduce the chances they become a victim of crime.<br />
<br />
· We are luck to have an effective group to monitor the police’s actions and when feedback is given the police change some of their activities to help address information issues in Southfield. Being a part of the group shows how crucial it is for residents to support the police.<br />

others have only 2, some three) plus we speak to people at both our Councillors’
advice sessions and by knocking of residents’ doors to survey them about what
issues are things they want fixing.</span></div>

very low) to see how they can help themselves or neighbours suffering from car
crime, burglary or other types of crime.<o:p></o:p></span></div>

in - like Daleks – dirty streets and a huge number of missed collections of
their household waste. Since then kitchen waste has not been collected as often

Sometimes the same person has missed their collection for
many consecutive weeks. Other times whole streets are missed.<o:p></o:p></div>

From a resident who comments recently the contractor said
they did not collect the waste because the resident’s gate was closed (not
locked, just closed!) Given the Council is allowing the contractor to get away
with such a poor level of service a positive future is not likely.<o:p></o:p></div>

Liberal Democrats believe that how clean our streets are and
how the contractor is performing should be more transparent. The facts
published by Ealing Council often are always a positive gloss on the reality of

One weekend the Southfield Liberal Democrats found over 400
environmental faults and issues. At a similar time the Council said things were
fine!<o:p></o:p></div>

Given this I am challenging the Council’s portfolio holder, responsible
for rubbish issues, to visit Southfield ward and see for himself. Cynically I
expect him to prime the contractors first (so they can buck their ideas up in
the short term) but let’s hope he and the contractors learn a few lessons about
the need to keep our streets clean.<o:p></o:p></div>

invitation for a visit, then nobody can really respect him. I say that he

Relatively recently the three main open spaces in Southfield were granted Green Flag status. This came in the backdrop of years of spending to make lots of small positive changes for the area when Ealing Council sadly cut about half of the park ranger staff.<br />
<br />
Some of the areas where improvements have been made include:<br />
<br />
<ul>
<li>More litter bins and park benches.</li>
<li>Cycling facilities so people can park their bikes safely.</li>
<li>Lighting paths so that residents can more safely get to and from work in the early mornings or later evenings.</li>
<li>Installation of gym equipment, so allowing residents to exercise without paying large gym costs!</li>
<li>Planting meadows to brighten up less busy patches of grass.</li>
<li>Installation of flower beds to brighten the place up.</li>
<li>New pathways which had become worn out.</li>
</ul>

Much of the last ten years before gaining the Green Flag status came from funding at a ward level where Liberal Democrat Councillors created or agreed to proposals from residents to improve our area.<br />

Some of these proposals helped road safety in the area and others related to improving our parks and open spaces.<br />
<br />
Liberal Democrats believe that the model we have created should be followed in other areas. To work it is crucial that the local Councillors regularly involve all the residents’ associations in the area so that lots of ideas area created. It is also integral that residents are consulted and that Council officers are asked their views.<br />
<br />
This way you get more good ideas and in the end the ones that can be introduced to give benefits to a range of residents.<br />

As planning is decided using particular types of legal rules
I am speaking here personally about a local example of a proposal for planning,
known as 100 Bollo Lane.<o:p></o:p></div>

Of course we need more housing but the location needs to be
planned so that we do not create sets of huge towers in one area meaning that
many people in traditional two storey homes, feel enclosed and are overlooked.
Better to have more less tall building so that the good look of an area is not
destroyed.</div>

With regard to 100 Bollo Lane application Ealing Council did
not consult as many people as they should have. Liberal Democrats believe that enough
people should be consulted and not by notices on lampposts. I personally have
had complaints about the scheme from at least ten streets which is more than
the Council appeared to have contacted.<o:p></o:p></div>

I am personally against the 100 Bollo Lane application
because the current use of light industrial was agreed to be appropriate
relatively recently by both the Mayor of London and Ealing Council, so it is wrong
to change the use for housing when the site has not been marketed for other
light industrial uses.</div>

It appears to be an excuse from the land owners and the
developers to sell the land for a high value without the Council wanting to get
the best value for the land.<o:p></o:p></div>

Other issues that will come with a tall set of buildings
have been seen at the southern end of Bollo Lane including flooding due to a
loss of green area and excess railway noise which according to Transport for
London is bouncing off some of the newer developments towards homes on Bollo

Repeating a development at the north of Bollo Lane seems very likely to
cause issues for existing residents on other sections of Bollo Lane.<o:p></o:p></div>

scheme that is not good for the area will leave long lasting negative outcomes.

ill patients are left in corridors suffering unnecessarily.</div>

had its maternity unit closed meaning that mothers and relatives are travelling

With a greater birth rate over the past few years and
expected in the future it seems strange that we are reducing the number of beds,
as well as forcing more mothers-to-be to travel greater distances to give

Many government PR statements label the plans to change Charing
Cross hospital into a local hospital as a positive thing. It is only positive

When consulted people did not want this as a local hospital,
Charing Cross would be downgraded meaning many ill residents in the area having
to be taken in ambulances to other hospitals further afield – perhaps

We have seen other services like the Ear, Nose and Throat (ENT)
service being moved from Ealing Hospital to others in the area. This may seem a
small change but it will mean a lot of disruption of many patients having to
travel to different hospitals, which are sometimes not on a single bus route.<o:p></o:p></div>

One important area of heath care that has been mainly
ignored, apart from the Liberal Democrats, is that of mental health. Most of us
with either suffer from a mental health issue in our lives or know someone who
has done so. Many people will not have had the confidence to tell others and
may have suffered in silence.<o:p></o:p></div>

We need to ensure that government does not shun those with
mental illnesses. They need our help and support. Lib Dem Norman Lamb MP is a

In summary, the plans appear to mean more people are
travelling longer to either receive healthcare or visit a friend or relative.

Their process has been to rush through to make quick decisions despite carers and users having lots of valid complaints and questions, only to see the decisions are the wrong ones, then the Council has to make U-turn after U-turn.<br />
<br />
In some cases, pride has led them not to reverse a bad decision but plough on with a successful outcome not being achieved. This was the case with Chiswick’s Carlton Road Day Centre which had happily provided severely disabled users with a great careering service.<br />
<br />
Then the Council chopped it, forcing users to find alternative arrangements, some paying much more for a worse level of care. What is also gutting for residents is that the site has not been used. They should have kept the centre open longer or had proper, acceptable plans for the site.<br />
<br />
Other controversial and more recent decisions were to close the Solace Day Centre which provides a much needed mental health care facility. After a huge campaign, the Council agreed to look at the plans again and then found the money to save the well-loved service.<br />
<br />
Heller House – although not in Chiswick - is a residential children's home which provides a short break for the young as well as parents and carers. The Council rushed to close the centre despite a huge borough wide petition.<br />
<br />
Then last week agreed to create a new replacement respite centre for up to 12 users at one time. Again Ealing Council initially ignored carers views, who said there was a real need for an in-borough respite service, before making the U-turn.<br />
<br />
This shows that Ealing Council is failing residents and users by not thinking through its plans fully. They have caused much distress in the process.<br />

Liberal Democrats say that part of this was due to the Mayor of London reducing the number of local police, meaning that there are fewer police who are dedicated to a local area. These teams played a vital role of liaising with residents’ associations and residents to gather intelligence and to sort out the problems affecting a particular ward or borough.<br />
<br />
Now with smaller police teams, it means that less proactive advice is given for residents to reduce crime.<br />
<br />
In the ward where I live, the local Southfield police team do a magnificent job. But this is only possible because groups of residents work together with the police to engage residents to pass on crime reduction advice. Some of the initiatives include:<br />
<br />
<ul>
<li>Promoting the take up of SmartWater which is used to mark valuables to both reduce burglary and if items are taken, they are more likely to be traced by the police.</li>
<li>Having the largest Safer Neighbourhood Watch active schemes in the borough which means that police advice about local crimes or how to reduce crime is spread amongst residents more quickly.</li>
<li>Free property surveys by the local police team. I had one of these when I moved into the area and the police gave lots of free advice on how I can easily reduce being a victim of crime.</li>
</ul>

Liberal Democrats say that cuts to the local police are bad and in many areas have led to increases in many types of crime. Ensuring we have enough local police is vital if we are to reduce many of the more easily preventable crimes.<br />
<br />
I am proud that crime in Southfield is the lowest in the area. A great example of this is where the Labour party cut the number of local ward meetings (where local issues are discussed) from 4 to 2. The Southfield Liberal Democrats made a commitment to fund two additional meetings so we still have four meetings a year. In fact, we are the only party who have done this in our borough!<br />

Some of the successes that we have shared and developed with residents include:<br />
<br />
<ul>
<li>New lighting across over half the ward.</li>
<li>Stopped cuts to the local police team.</li>
<li>Additional play equipment in local parks to encourage more children and adults to exercise and not put on weight.</li>
<li>Working with local residents' groups and the police team to make the area safer and more attractive.</li>
<li>Many initiatives to help support cyclists.</li>
<li>Lighting across well used parks to reduce the attacks and the fear of crime particularly reported from women.</li>
<li>20 mph traffic scheme to reduce accidents to pedestrians, cyclists and car drivers.</li>
</ul>

One of the problems we face is that Labour-run Ealing Council has made cuts so that people are not consulted in a way that is acceptable to many. This is especially true of planning matters where many residents have not been informed apart from a notice on a lamppost away from where they live.<br />
<br />
Liberal Democrats want to see more decisions taken locally at a ward level or clusters of wards. To do this, it would not require any more money, but simply the decision making powers are taken at a more appropriate level which means more residents can be involved in the decision making process.<br />
<br />
The areas of decision making could be some of the following:<br />
<br />
<ul>
<li>Street lighting</li>
<li>Pavement repairs </li>
<li>Road resurfacing</li>
<li>Tree planting sites</li>
<li>Improvements to parks</li>
<li>Road safety schemes</li>
</ul>

This would lead to a greater openness. Many council decisions are taken in meetings that are either not public or not publicised. It would be great to open up Council meetings having a live feed for important meetings. Advertising should be looked at to see if this is feasible. Many local companies would pay if they knew a controversial debate was taking place about a planning issue or concerning a possible new Controlled Parking Zone scheme.<br />

It is my belief that good politicians both empower residents by both not just solving a residents' issue when the Council has let them down - but to show how the problem was fixed. Also it is important to lead and show the way. This might be when a difficult matter takes place such as the riots in Ealing. Leaders will get out there to say what was done was wrong and helped as part of the clean up.<br />

As the <b>Liberal Democrat leader in Ealing</b> I think it is important to show that despite not all of us being either in work or paid much, there are <u>people elsewhere in the world who are in great need</u>. This could be Syria or countries where earthquakes or famines have taken place.<br />

I love trekking and have set upon a sixteen day trek to the Mount Everest Base camp in Nepal to raise money for DEC (Disaster Emergency Committee) who help around the world when earthquakes, famines and tsunamis arrive.<br />
<br />
Many parts of Nepal are still suffering after the earthquakes hit in 2015 and I knew one of the mountaineers who was on Mount Everest when the earthquakes struck. He survived but many villages and thousands of people lost their lives. Even more people lost their homes and shelter.<br />
<br />

It was written by a <b>very elderly lady</b> who, in her own words, cannot get about easily. The block she is in, is not rated very highly by her or fellow residents. Getting around in her wheelchair is not going to be comfortable as we see so clearly with many of the life stories of the athletes in the Paralympics.<br />

She wrote to her three Labour Councillors, and when ignored, then wrote to her MP. <i><b>All four appear to have let her down.</b></i><br />

Sometimes the most important thing a politician can do is listen and then return that phone call or speak to them so a complex problem can be simplified and hopefully solved.<br />
<br />
Just because an issue that a resident raised might not be easy to solve, it does not mean it should be ignored. Sometimes all that is required is to give the correct advice so they resident can be helped or they know who to contact so they can be empowered to help themselves.<br />
<br />
One of the important reasons why day centres serving many elderly and other vulnerable users, are crucial, is that they allowed them to get the care they needed in the company of others. Friends who they saw each day or a few times a week. This allowed them to be happier as well as each other helping each other out.<br />
<br />
Now, since Labour-run Ealing Council, have closed nearly all of the day centres, many users have been left paying more for less. The evidence is that users left without access to groups are more likely to become depressed which is hardly going to help many users who can be very vulnerable, some without many visits from family members.<br />
<br />
There are many areas in the past few years where Ealing Council's housing activity does not seem to have measured up well in providing a good service:<br />
•<span class="Apple-tab-span" style="white-space: pre;"> </span>Benefit claims are taking too long to be processed.<br />
•<span class="Apple-tab-span" style="white-space: pre;"> </span>There were far too many (and it has been increasing sharply) people living in bed and breakfast accommodation.<br />
•<span class="Apple-tab-span" style="white-space: pre;"> </span>Relatively recently, many tenants were not satisfied with the quality of repairs.<br />
•<span class="Apple-tab-span" style="white-space: pre;"> </span>People are still waiting a long time to speak to a member of Council staff either on the phone or when visiting the Council in person.<br />
<br />
<b>Liberal Democrats</b> believe we should be not just building enough housing, but crucially making sure our existing management of our housing stock and estates is done to a high level of quality, treating all residents (regardless of their income status) with more dignity.<br />
